May I have an inquiry regarding my status. I am a nurse by profession but I am working in a hospital as Admin. Aide III with salary grade 3. I have applied three times for nurse 1 but i was never appointed due to I don't know but i know for twice I was number one on the PSB ranking. This time I have applied for Nurse II. Only three of us where applicants and my two opponents were both Nurse I on the hospital where we are working. I am aware of the POLICY GUIDELINES ON THE THREE SALARY GRADE LIMITATION ON PROMOTION but could there be any chance that I can fall onto the exemption under MC 18 s. 2016 1.e. With educational achievements, I have graduated in MAN & MSN while my opponents have only units earned. In specialized trainings, i have supervisory trainings while they don't have. I also have consistent high performance rating. I am behind them with the relevant work experience but I am also the designated Pollution Control Officer of the hospital. Can you advice me sir/ma'am about these? I am forever grateful if you could help me with my problem. I just want to know what I could answer to the appointing officer (Governor) if he could ask me such question.
